What is the impact of AI on individual and collective rights and freedoms? Which legal instrument can deal with them? Is the future AI regulatory framework under discussion at EU level an adequate answer to the challenges of AI? How can the impact on human rights be assessed?  
These are some of the questions that will be addressed in this Research Seminar. 
Building on the shortcomings related to the substitute role played by data protection for many years in digital societies, the seminar will focus on the latest wave of AI development and the new challenges it raises. 
While both data protection provisions and ethical guidelines struggle to address these challenges in a comprehensive and effective manner, the human rights framework can represent a clear and varied benchmark for dealing with the impact of AI on society. 
This focus on human rights is gaining attention in the EU regulation and is specifically considered at the core of the EU proposal on AI. However, traditional HRIA methodologies cannot be simply replicated in the AI context, just as mere assessment requirements cannot facilitate the development of effective human-centred AI. In this regard, the lack of a methodological approach to deal with the various identified risks and the multifaceted issues of the impact of AI is the main shortcoming of the current debate.
Based on the recent book Beyond Data: Human Rights, Ethical and Social Impact Assessment in AI, the seminar will present a methodology to provide a quantifiable assessment of the impact of AI on human rights, in line with the expectations of the AI Act and such as to strengthen the role of stakeholder and rights-holder participation in the design and development of AI.
