In September 1997 the Founding Committee of the Faculty of Education started with its preparatory work to devise the content of its courses. This committee, made up of academics from three different countries, (Nando Belardi, Werner Wiater, Helmwart Hierdeis, Franco Frabboni, Luigi Guerra, Cesare Scurati and the coordinator, Gerwald Wallnöfer) was given the task of preparing, within a year, a programme of teaching activities that included creating a study plan, regulations for study and work placements and a series of regulations concerning the admission procedure.  

These preparations were complicated by two factors: courses had to be created whose structure did not resemble either courses offered in Germany (there is no university education for nursery school teachers), nor courses in Austria (there is no university education for nursery or primary school teachers), nor in Italy. Further, the courses were created by an international committee whose members spoke different languages. The process of understanding each other, and the creation of the course’s content was thus extremely complex. Despite all these difficulties, or perhaps because of them, a detailed draft was presented at the SIPED (Italian Pedagogical Society) conference the following September.
